The original name for the area was: Township No. 6, Second Range North of Bingham's Penobscot Purchase (T6 R2 NBPP); China Academy Grant . The first settler in the area, Luke Hasting, reached it in 1830.

First, in 1844, the area was organized so that the residents could get the right to vote. On March 30, 1845, the area was organized as Town Carroll and named after Daniel Carroll . As a result of the Great Depression in 1937, Carroll was reorganized as a Plantation.
