The Divizia B was held in two seasons with 14 teams each. The season 1 winner rose to Divizia A. TAROM Bucharest was not eligible for promotion as a reserve team. There was also no other club from season 2, as there were no relegated, and the Divizia B was increased again for the following season.

There were two points for a win, one point for a draw and no point for a loss. In the event of a tie at the end of the season, the direct comparison first decided .
