The Divizia B 1990/91 was the 51st season of the second highest Romanian football league . Oţelul Galaţi , Electro Craiova and AS Armata Tirgu Mures Electromureş rose in the Divizia A on.

The Divizia B was held in three seasons with 18 teams each. The three winners were promoted to Divizia A, while the last four clubs in each group were relegated to Divizia C. There were two points for a win, one point for a draw and no point for a loss. If two or more teams were tied at the end of the season, the goal difference decided first .
