The Divizia B 1969/70 was the 30th season of the second highest Romanian football league . It began on August 17, 1969 and ended on June 21, 1970. From the end of November to mid-March, the game was closed ( winter break ).

Progresul Bucharest and CFR Timişoara rose in the Divizia A on.

The Divizia B was held in two seasons with 16 teams each. The two winners were promoted to Divizia A, while the last two clubs in each group were relegated. There were two points for a win, one point for a draw and no point for a loss. If two or more teams were tied at the end of the season, the goal difference decided first .
