The Divizia B 1938/39 was the fifth season of the second highest Romanian football league . After the promotion games, CAM Timișoara , Unirea Tricolor Bucharest and Gloria CFR Galați rose to Divizia A.

mode

The Divizia B was held in two seasons, each with two groups and ten teams. The winners of the four groups identified three promoted to Divizia A in a promotion round . There were two points for a win, one point for a draw and no point for a loss. In the event of a tie at the end of the season, the direct comparison first decided .
