The Divizia B 1940/41 was the seventh season of the second highest Romanian football league . As season winners, CFR Turnu Severin , Jiul Petroșani and Juventus Bucharest rose to Divizia A. As a result of the Second World War and the Second Vienna Arbitration Award as well as the invasion of the Soviet Union into Bukovina and Bessarabia , fewer teams took part in the competition than in previous years. After the end of the season, the game was interrupted due to the war and only resumed in 1946.

The Divizia B was held in three seasons, one of which played with ten and two with eight teams. The winners of the three groups should in the Divizia A rising. Since the championship was suspended for the following five years due to the war, there were neither promoted nor relegated. There were two points for a win, one point for a draw and no point for a loss. In the event of a tie at the end of the season, the direct comparison first decided .
