The Divizia B was held in two seasons with 14 teams each. The two winners were promoted to Divizia A, while the last two clubs in each group were relegated. There were two points for a win, one point for a draw and no point for a loss. If two or more teams were tied at the end of the season, the goal difference decided from this season .
