The Divizia B 1954 was the 15th season of the second highest Romanian football league . The three season winners FC Progresul Bucharest , Avântal Reghin , and Locomotiva Constanta increased in the Divizia A on.

For the first time, Metalul Reșița was a club from the Divizia B cup winners.

The Divizia B was held in three seasons with 13 teams each. The three winners were promoted to Divizia A. The last two clubs were relegated.
