Effiegene Locke Wingo
Effiegene Locke Wingo (born April 13, 1883 in Lockesburg , Sevier County , Arkansas , † September 19, 1962 in Burlington , Canada ) was an American politician . Between 1930 and 1933 she represented the fourth constituency of the state of Arkansas in the US House of Representatives .
Career
Effegiene Locke, her maiden name, was a great-great-great-granddaughter of Matthew Locke , a congressman from North Carolina . She attended both public and private schools as well as the Union Female College in Oxford ( Mississippi ). She graduated from Maddox Seminary in Little Rock, Arkansas, in 1901 .
In 1895 she had moved to Texarkana and in 1897 to De Queen in Arkansas. She later married Otis Wingo , a Democratic Party politician who was an MP for the fourth district of Arkansas in the US Congress between 1913 and his death in 1930 . After the death of her husband, Effiegene Wingo was elected in a by-election on November 4, 1930 as his successor in the US House of Representatives. On the same day, she was also elected to Congress for the legislative period beginning March 3, 1931, in the regular congressional elections. This allowed her to remain in the House of Representatives in Washington between November 4, 1930 and March 3, 1933 .
For the elections in 1932, she decided not to run again. In 1934 she was a co-founder of the National Institute of Public Affairs in the federal capital Washington. In the following years she was mainly concerned with education and upbringing issues. She lived in De Queen and died in September 1962 while visiting her son in Canada.
