Pryor's tenure as governor began on January 14, 1975 and, after a successful re-election in 1976, ended on January 3, 1979 with his resignation because he had won a seat in the US Senate . A major concern of his administration was the revision of the Arkansas constitution. Pryor also appointed many African Americans and women to government bodies and sought sound budgetary policies. In addition, a new ministry was created with the State Natural and Cultural Heritage Department .
