Retail sales price or end consumer price (abbreviated EVP ) was in the GDR the designation for state-prescribed fixed prices of retail goods in marks that were subject to labeling . Before the introduction of the EPP, there was the retail (retail) or final consumer price (VEP). These prices were valid nationwide (some groceries, but not subject to labeling, as well as restaurant prices and rents were somewhat more expensive in East Berlin ) and were printed on every packaging or attached to the goods themselves, as the prices of many products remained unchanged over long periods of time. Only in a few articles was z. B. for reasons of export no EPP attached. Most of the ORWO (VEB Filmfabrik Wolfen ) film packs did not have an EVP imprint, as they were exported exactly as they were sold domestically. Since the beginning of the 1980s, prices in books, maps and similar products have been listed in coded form, usually in the form of a five-digit sequence of numbers in bold, with the last two digits showing the pennies.

The price was set under state supervision by the Office for Prices at the Council of Ministers , essentially taking into account the production costs . The prices were published as examples in the Statistical Yearbook of the German Democratic Republic . The EPP for basic foodstuffs, work and children's clothing, toys, etc. were often supported with government grants, i. H. the production costs of these goods were sometimes well above the respective EVP. Durable consumer goods, high-end goods and luxury items, on the other hand, were sold at substantial price mark-ups set by the state.

The EVP was made up of the industrial sales price (IAP) and the wholesale and retail margin.

There was also the so-called wholesale sales price (GVP) for the sale of goods from wholesale to retail .

Remarks

To estimate the purchase price, one should consider the following net income: The state-fixed monthly minimum wage (full-time employment) in 1976 in the GDR was 400 marks. The minimum pension was 315 marks and a student received a stipend of 200 marks per month (with a rent in the dormitory of 10 marks). The actual net household income in 1980 was 778 marks for a one-person household and 1720 marks for a four-person household (Statistisches Jahrbuch der GDR 1981).

The average gross earnings of an industrial worker in 1970 was 748 marks per month. The gross earnings of an engineer after studying at a technical college in 1979 amounted to 640, - M starting salary and increased to around 900, - M in the course of the further working years. The tax burden was comparatively low, for health and pension insurance a total of 10 percent (maximum 60 marks or 120 marks for voluntary supplementary pension insurance) had to be paid. Unemployment insurance did not exist and was also not necessary. The parents received 20 marks child benefit per child. Families with three or more children were considered to have many children and received additional financial and material support. A factory worker in shift work could also earn top earnings of around 1400 marks with allowances in East Berlin.

Even a comparatively high price for individual goods (color TV up to 8,300 marks) did not mean, however, that the articles were available in sufficient numbers. Often a purchase was only possible if the buyer had relevant relationships . A black market therefore developed for many scarce goods and services. On this, for example, for used cars , much more than the official new price was often charged. Sometimes goods or services were only offered for DM (Westmark) or forum checks . B. as barter objects " blue tiles " or "blue tiles", which meant the blue 100 DM note.

Adjusted for purchasing power, apartment rents and public transport fares increased compared to today's prices . Prices for staple foods remained more or less constant (using a grocery discounter ), while prices for higher quality foods and durable consumer goods fell, in some cases drastically. It should be noted that the adjusted prices of goods today have fallen considerably compared to the price level in western Germany at the time (for example for televisions and other electronics).
