Eurocityfest 2000–11

The Eurocityfest was first held in 2000, thus replacing the annual street festival in the city center. It took place for a whole weekend in May or in early June and was the largest open-air festival in the region. According to the organizer, up to 400,000 visitors were counted annually in the three days. Among them were more than 10,000 spectators who met every day in front of the main stage on Domplatz . The city festival was organized by Eurocityfest GmbH , the main organizer was the Münster rock musician Steffi Stephan , who summed up the motto of the Eurocityfest with the words: “Outside and for free! That is the soul of the Eurocityfest. ” Eurocityfest GmbH was responsible for the festival in terms of both content and economy , while the city of Münster was the organizer. For example, Eurocityfest GmbH had to cover the expenses incurred for fees, event technology, barriers and waste disposal without financial subsidies from the city, which it financed through sponsorship, beverage sales and stand rental. Critical voices therefore criticized the commercial aftertaste of the event and missed the cultural claim.

In 2007 the Westfälische Wilhelms-Universität scientifically analyzed the sponsorship of the Warsteiner Brewery of the main sponsor as part of the Eurocityfest, and the results were published by the German university publisher. At the end of the 2000s, according to Marvin Lindenberg, the main sponsor had to significantly reduce its financial support, which was not compensated for in the following years up to and including 2010.

End and attempts at resuscitation after 2011

The contract with Eurocityfest GmbH expired in 2011. As the Eurocityfest has increasingly become an economic risk for the organizers in recent years, Steffi Stephan and his son Marvin Lindenberg did not take their contractual option to hold the Eurocityfest for another year beyond 2011 on the given conditions. As early as April 2011, Stephan doubted whether there would be a city festival in Münster in 2012. In 2011, a nationwide tender was prepared for the further award of contracts for the organization of city festivals, in which Marvin Lindenberg also wanted to participate. At the end of September 2011, Fritz Schmücker, responsible for the Eurocityfest at the city of Münster, announced that the Eurocityfest 2012 had been canceled because the planned new tendering for the 2013 festival would require more time than originally expected.

In February 2012 it was announced that the nationwide tender had been issued in order to be able to host the next Eurocityfest 2013. As part of this tender, the city of Münster received various applications from which an organizer for the 2013 Eurocityfest was to be selected by September 2012. The call for tenders carried out in 2012 was ultimately withdrawn by the city politicians because, in their opinion, no adequate applicants would have participated.

In January 2013, the city of Münster ruled out organizing the Eurocityfest itself, as it was not justifiable to bear the economic risk for the city festival given the tight budget situation. At the end of February 2013 it was announced that the next Eurocityfest would probably take place in 2016 at the earliest. Contrary to this report, Münster Marketing confirmed in October 2013 that interested parties, including Marvin Lindenberg and various event-experienced restaurateurs, had registered for the organization of a city festival on the second weekend in July 2014. A corresponding application for special use of public open spaces in the urban area was submitted at the beginning of November 2013. The wish for the Eurocityfest to resume was expressed by various parties. While the SPD and CDU did not take a concrete position regarding the continuation of the Euro City Festival, the pirates and the FDP refused to resume the city festival for financial reasons. According to the pirates, “civically organized festivals at the district level” should replace the Eurocityfest. According to the Left, this could not be achieved by district festivals, in particular lacking the regional impact, which, in addition to the economic aspects, is based on a city festival that attracts hundreds of thousands of visitors. The Greens support the resumption of the Eurocity Festival.

The demands of potential organizers around Marvin Lindenberg for free use of public areas, a ban on serving local restaurateurs during the event and multi-year competition protection for the Eurocityfest were classified by the city administration and the public order office as not achievable for legal reasons. The suspension of the collection of special usage fees is possible in the case of non-profit or cultural events, but not given due to the commercial nature with numerous beverage stands and contemplated entrance fees for the music program on Domplatz. According to the municipal fee schedule, daily fees of 11,000 euros would be due for Domplatz alone.

At the end of February 2014 it was announced that there would be no Eurocityfest in 2014. This was justified with the lack of lead time to meet the safety regulations of the festival. The CDU then announced that it would submit an application by the end of May 2014 calling for the Eurocity Festival to be resumed. Meanwhile, the pirates campaigned for an online vote in which the citizens of Münster should be able to decide within the framework of the participatory budget plan 2014 whether the city of Münster should act as the organizer of the Eurocityfest, which would charge the city treasury with a five- to six-digit euro amount . The city preceded this in mid-March 2014 when it was announced that the intergroup “City Festival” had worked out two models for the resumption of the Eurocity Festival, which provided for financial participation by the city. In the first variant, the city acts as the organizer and advertises certain services for private providers. The second variant provides for a renewed invitation to tender for the event, with the prospect of financial support of 150,000 euros from the city of Münster this time. These proposals are welcomed by all parties with the exception of the FDP. In this way, another Eurocityfest could take place in 2015, in the case of a tender probably not until 2016.

According to the representative survey “Münster Barometer” by the Bema research group at the Institute for Sociology at the University of Münster on behalf of the Westfälische Nachrichten, 43.6 percent find it a shame that no Eurocityfest will take place in 2014, while 35.9 percent of those surveyed do not regret it and 16 , 8 percent don't care about the city festival.

The Eurocityfest takes place in the historic old town between Servatiiplatz and Domplatz and includes both Salzstrasse and the Prinzipalmarkt and Roggenmarkt .

The largest of the seven music stages, which was sponsored by the Warsteiner Brewery "in the good six-figure range" until 2005 , is located on Domplatz, where the main acts are played. Further stages are in front of the Lambertikirche , on Syndikatplatz, on the former Dominican Church, in front of the Erbdrostenhof as well as on the Überwasserkirche and the Rosenstrasse. The smaller stages are also sponsored by companies, including The Phone House and Sparkasse Münsterland Ost . In addition to already commercially successful artists, the Eurocityfest also offers up-and-coming bands as well as local music schools, choirs, associations and schools the opportunity to perform. Furthermore, traders and artisans from all over Germany are represented at the Eurocityfest, while the licensing of the drinks stands are exclusively awarded to Münster-based restaurateurs. In the further supporting program, public and non-profit institutions provide an insight into their work, including the police and the German Life-Saving Society .

The Eurocityfest “enjoys an excellent reputation in the music scene” , stated Julia Neigel , who performed in 2011 at the end of the festival on Domplatz.
