Coming from the Lower Bavarian Rottal , Eder began studying theology in Passau in 1949 after the war and imprisonment . He was ordained a priest on June 29, 1954 . In the following years he was prefect at the episcopal seminary St. Valentin in Passau. In 1961 he became cathedral vicar and secretary of the vicar general . From 1961 to 1968 he was released for studies. In 1965 he became student chaplain at the University of Passau and in the same year also rector of the Votive Church in Passau. From 1968 to 1978 he worked as the rain of the St. Stephan seminary . In 1974 he was in the cathedral chapter called, he from 1977 to 1984 as dean board.

Pope Paul VI appointed him on May 6, 1977 titular bishop of Villa Regis and auxiliary bishop in Passau. He received the episcopal ordination of the then Passau Bishop Antonius Hofmann in Passau's St. Stephen's Cathedral on July 16, 1977 ; Co-consecrators were the auxiliary bishops Ernst Tewes from Munich and Karl Flügel from Regensburg .

On January 26, 1984, he was appointed bishop coadjutor with the right of succession. On October 15, 1984, he succeeded Antonius Hofmann, Bishop of Passau, who had retired for reasons of age. He took over the diocese on November 24, 1984 and headed it until 2001.

In 1997, under Bishop Eder, the “Pastoral Development Passau” (PEP) was set in motion in the Diocese of Passau. For three years many committees, parishes and also the priests and pastoral workers participated in the “Passau Pastoral Plan”. It came into force on Pentecost Saturday 2000. "In pastoral history, the pastoral plan will retain the same significance as the Epistola pastoralis of Passau Cardinal Josephus Dominicus Lamberg from 1726." ( Paul Zulehner ). Eder understood the pastoral plan expressly not as the plan of the bishop, which he had issued, but as the pastoral plan of the entire diocese, to which he saw himself as a bishop committed. The plan was binding during Eder's tenure.

In addition to the office of bishop, Bishop Eder was a member of the Commission for Spiritual Professions and Church Services and the Bishops' Conference representative for contacts with the Eastern Churches .
