The highest organ of the IIHF since 1975 has been the Congress, which is composed of representatives from all member associations. Two regular congresses take place every year: the annual congress is held during the tournament of the top division of the men's world champions at the main venue, the semi-annual congress takes place in autumn. In addition, extraordinary congresses are convened at the request of one third of the member associations or the board.

The congress consists of the representatives of the member associations. Only full members are entitled to vote. Full members who have participated in three consecutive world championships have two votes, all others have one vote. He elects the board of directors, the so-called council, presided over by the president for a term of four (in exceptional cases five) years. The Congress also awards the tournaments of the World Championships, votes on changes to the statutes and reviews the activities of the Council.

The Council consists of the President, the first Vice President (from September 2021), three Vice Presidents for the regions Europe / Africa, Asia / Oceania and the Americas, and nine other members. The General Secretary of the IIHF belongs to the Council without voting rights. The last election of the council took place in Moscow in September 2016. The planned new election of the council in Saint Petersburg in September 2020 has been postponed for one year due to the COVID-19 pandemic .

The IIHF currently has 81 members. Of these, 56 full members, 24 organizations are associate members ( associate members ) and an association is connected ( Affiliate Member ).

Full members ( IIHF Full Members ) are nations that have their own, independent ice hockey association (separate from the winter sports association) and that take part in the IIHF championship program every year.

Associate members ( IIHF Associate Members ) are members who do not have an independent national ice hockey association or who do not regularly take part in the IIHF championships. The associated members have no voting rights in the IIHF General Assembly.

Affiliated members ( IIHF Affiliate Members ) only take part in the inline hockey competitions of the IIHF. You have no voting rights in the IIHF General Assembly. Currently only Chile is an Affiliate Member.

Founding members

Representatives from Belgium, England, Switzerland and the host France took part in the establishment of the Ligue internationale de hockey sur glace . Representatives of Germany and Russia were also invited, but they did not appear at the founding meeting. Germany joined the LIHG as the sixth member a year later, and Russia became the seventh member in 1911. The Association of Bohemia had already joined in the course of 1908 and is therefore sometimes referred to as the fifth founding member of the IIHF.

Not until 1920 did Canada and the USA join associations outside Europe of the LIHG. In 1930 Japan joined the first Asian association, in 1937 South Africa became the first African association. Australia followed in 1950 and Brazil in 1984 as the first association in South America.

criticism

In the course of the protests in Belarus in 2020 , the International Ice Hockey Federation received considerable criticism for sticking to its plans to hold the men's ice hockey world championship in Minsk in 2021 . The Belarusian ruler Aljaksandr Lukashenka is accused of serious crimes against humanity . The president of the Belarusian ice hockey federation Dzmitryi Baskau is accused of being involved in the killing of the protester Raman Bandarenka , which is why he has been banned from entering Latvia , and investigations have been started by the Belarusian Sport Solidarity Foundation (BSSF). The President of IIHF Fasel said that there were financial reasons against moving the World Cup: “We have a contract with the Belarusian ice hockey association. It is our duty to host the Ice Hockey World Championship. There would also be consequences if this is not stopped now ».

Trivia

In 2008 the International and the Swiss Association celebrated their 100th anniversary. For the milestone birthday, Swiss Post issued a special stamp worth one franc in honor of the two associations. The IIHF itself had a temporary artificial ice rink (28 by 14 meters) built on the lawn in front of its headquarters. In addition to various anniversary events, the runway was also open to the public from December 2007 to November 2008.
