Jules Defrance was a member of the "Pesant Club Liegois" and professional racing driver from 1901 to 1903. In November 1902 he was Belgian road champion in Putte . The date for this road championship had been postponed several times due to a lack of permits, also because road racing, in contrast to track cycling, was still poorly organized at the time. The drivers had to start in winter racing clothes.
Given these poor conditions, only four drivers competed in the championship, a professional and three amateurs, which meant that Jules Defrance was practically champion right from the start. The amateur Emile Lombard was only slightly slower than Defrance, 16 seconds behind.
Nothing is known about Jules Defrance's further life.
Individual evidence
↑ Lombard turned professional in 1904, competed in the Tour de France and became the first Belgian leader in the overall standings for one day (the yellow jersey was not yet awarded at the time).
