An administrative structure is called a collar administration in which the center is the seat of the administrative unit of the periphery , although it itself forms its own administrative unit.

The most common example is an independent city ( urban district ), which is also the seat of the administration of the surrounding district ( rural district ) without belonging to it ("collar district").
