During the military rule from May 24th to August 31st, 1966, the regions were declared provinces and the federal territory became the capital territory.

1967–1976 : 12 states

The eastern region declared itself independent on May 30, 1967 under the name of Biafra , which Nigeria did not recognize. This was followed by the Biafra War , which ended with the Biafra surrender in 1970. Enugu was the capital of Biafra, but was already under the control of the Nigerian military from October 1967, the seat of administration and government was moved to Umuahia and finally to Owerri .

The federal territory is part of the state of Lagos.
