    The National Assembly of the Republic of Azerbaijan ( Azerbaijani Milli Məclis ) is the parliament in the unicameral system of Azerbaijan and thus the legislative body of the Republic of Azerbaijan with its seat in Baku .

    125 members of the National Assembly are elected for five years in a trench system . In a majority vote with a runoff election, 100 members are elected, the remaining members are determined by proportional representation.

    The duration of each legislative term of the National Assembly is five years. The last elections took place on February 9, 2020. The penultimate elections took place on November 7, 2010. The 2005 parliament was composed as follows:

    National Assembly Act

    In accordance with Article 93 of the Constitution of the Republic of Azerbaijan , the National Assembly of the Republic of Azerbaijan adopts constitutional laws, statutes and decisions on matters within its competence. The right to vote is exercised personally by the MPs. The laws and resolutions of the National Assembly may not provide for specific mandates for the executive power and the courts.

    General regulations by the National Assembly

    The National Assembly of the Republic of Azerbaijan provides general guidelines for the following questions:

    • the exercise of the rights and freedoms of people and citizens, as set out in this Constitution, and the state guarantee of these rights and freedoms;
    • the elections for the President of the Republic of Azerbaijan ;
    • the elections to the National Assembly of the Republic of Azerbaijan and the status of the deputies of the National Assembly of the Republic of Azerbaijan;
    • the referendum;
    • the judicial system and the status of judges;
    • the public prosecutor's office ;
    • the legal profession and the notary's office;
    • the judicial process and the enforcement of court decisions;
    • the elections to the municipalities and the status of the municipalities;
    • the state of emergency regime; the regime of martial law;
    • the state awards;
    • the status of natural and legal persons;
    • the objects of civil law;
    • legal transactions, civil law contracts, representation and succession;
    • property law, including state, private and municipal property rights, and intellectual property law; other property rights; the law of obligations;
    • family law relationships, including guardianship and guardianship;
    • the basics of financial activity, taxes, duties and charges;
    • labor relations and social security;
    • definition of crimes and other violations of law; the responsibility for their inspection;
    • defense and military service;
    • the civil service;
    • the basics of security;
    • the territorial structure;
    • the state border regime;
    • the ratification and termination of international treaties;
    • postal and telecommunications and transport;
    • statistics, meteorology and the system of standards;
    • customs;
    • trading and the stock market;
    • banking, bookkeeping and insurance.
