The Shell and Pennzoil Grand Prix of Houston 2013 was held on October 5th and 6th at MD Anderson Cancer Center Speedway in Houston , Texas , United States and was the 17th and 18th races of the 2013 IndyCar Series .

background
After the Grand Prix of Baltimore , Hélio Castroneves led the drivers' standings with 49 points over Scott Dixon and 70 points over Simon Pagenaud . At this event, Castroneves had the opportunity to win the title early.
After the Grand Prix of Houston was last held in 2007 as part of the Champ Car series, it returned to the racing calendar of the IndyCar series in 2013.
The Shell and Pennzoil Grand Prix of Houston was the third double-header event in the 2013 IndyCar Series after the Chevrolet Indy Dual in Detroit and the Honda Indy Toronto . There was separate qualifying for both races and full points were achieved in both races.
The original schedule provided for a practice session as well as the first qualifying for Friday, the second qualifying and the first race for Saturday and the final practice and the second race for Sunday. However, due to a problem with the track surface in the area of the first corner, the training started 150 minutes late. Therefore, the schedule has been completely changed. Instead of a 90-minute training session, two 45-minute training sessions were held on Friday. The final training and the first qualifying were postponed to Saturday, the second qualifying to Sunday. To enable training on Friday, a temporary chicane was set up in the first corner for this day, as the repair work on the track surface was not yet completed. The organizers had four days to build the track, as the track was temporarily set up in the Reliant Park car park , which was needed for an NFL game by the Houston Texans in the adjacent Reliant Stadium the week before the Grand Prix . Due to the short construction phase, it was not possible to carry out the repair work on time.
At the Shell and Pennzoil Grand Prix of Houston 2013, drivers were allowed a total of 150 seconds per race to use the push-to-pass button. The overtaking aid could be activated ten times per race.
There was a change in the starting field compared to the previous event. Mike Conway returned to Dale Coyne Racing and replaced Stefan Wilson on schedule. In 2013, Conway was only used for the double headers for Dale Coyne Racing.
With Sébastien Bourdais (twice) and Dario Franchitti (once), two former winners competed for this Grand Prix. Franchitti won the Grand Prix of Houston not on this track, but on the Houston Street Circuit , which hosted the race from 1998 to 2001.
The 2013 Shell and Pennzoil Grand Prix of Houston was the last IndyCar event that Franchitti participated as an active racing driver. Franchitti had won an IndyCar title four times in his career. He has won a total of 31 races in the IndyCar Series and CART Series. Franchitti has completed 265 races in the highest series in American formula racing.
training
Due to the problems with the track surface, the originally planned 90-minute training was replaced by two 45-minute units. In both practice sessions there was a temporary chicane in the first corner.
In the first practice session, Will Power set the fastest time ahead of Dixon and his teammate Castroneves. The training was interrupted four times due to incidents. At first, a pylon in the second corner caused an interruption. Then Bourdais rolled out. The third interruption triggered Josef Newgarden with a departure in the temporary chicane. The last interruption was necessary after Ryan Hunter-Reay's slip in the second corner. Newgarden and Hunter-Reay vehicles were severely damaged in the incidents.
In the second training session, Justin Wilson took the lead in front of Power and Tristan Vautier . Wilson posted the fastest time on Friday. Castroneves and Ed Carpenter each spun twice in the second corner during this session and avoided an impact on the spinners. The four lathe operators each triggered an abort. Another interruption became necessary after James Hinchcliffe stopped with technical problems. Newgarden did not participate in the second training.
Final training
Due to the changes in the schedule, the final training took place on Saturday and not on Sunday as originally planned. Power drove the fastest lap ahead of Pagenaud and Luca Filippi .
1. Qualifying
Due to the change in the schedule, the first qualifying was not held as originally planned in the three-part IndyCar mode that is common for street circuits. Instead, the starting field was divided into two groups. Each group had 12 minutes. In the end, the fastest driver overall got pole position . The other drivers from the group of the pole setter were allocated to the odd positions based on their lap times, the other drivers to the even positions. The two fastest in the group received a bonus point.
In the first group, Power was the fastest ahead of Bourdais and Simona de Silvestro . Vautier had his times canceled as he raised a red flag. Because of the accident, qualifying for the first group was shortened to around five minutes. Power continued its time on the tougher Black tire compound. In the second group, Takuma Satō drove the fastest lap ahead of Dixon and Pagenaud. This meant that three Chevrolet drivers were ahead in the first group , while three Honda drivers led the field in the second group . Satō was the fastest overall and received the pole position. It was the first pole position for AJ Foyt Enterprises since Billy Boat at the Kobalt Mechanics Tools 500 in 1999 .
Castroneves, the overall leader, achieved his worst qualifying result of the year with 22nd place. Bourdais, Franchitti and Graham Rahal were moved 10 positions back due to unscheduled engine changes.
1st race
The race was started standing. The first start was canceled because Charlie Kimball stalled his vehicle. After a lap under yellow flags, the drivers joined the grid again at the standing start. This time all the pilots drove off. Hinchcliffe, who was in sixth place on the grid, only started at a very slow speed. Carpenter failed to avoid Hinchcliffe and drove into his vehicle, which triggered a yellow phase. The race was over for Hinchcliffe. Carpenter's vehicle was pitted for repairs. He resumed the race after a while and crossed the finish line 60 laps behind. Vautier also stopped during the yellow phase. He too took up the race a long way behind and crossed the finish line 58 laps behind the leader.
Before the restart, Satō pitted because he had a creeping flat tire. As a result, Power took the lead, which he defended at the restart. Power and Dixon then moved away from the rest of the field and gained a lead of over ten seconds over the following drivers. Both pilots stayed on the track the longest. On the 36th lap, Dixon made his first stop, on the 37th Power. Because Power's pit crew had problems with the jack, his stop took a little longer than Dixon's. This was enough time for Dixon to take the lead in the race.
A little later, Franchitti spun in the third corner and thus triggered the third caution phase. Dixon was ahead of Power, Pagenaud, Filippi, Bourdais, de Silvestro, Hunter-Reay, EJ Viso , Kimball and Oriol Servià . At the restart, Filippi, Bourdais and de Silvestro passed Pagenaud, who was on the harder Black tire compound. During the second stint, however, the balance of power in this group changed again and Pagenaud passed de Silvestro again on lap 53. When the two of them made a pit stop on lap 61, nothing in the internal order changed. Meanwhile, Hunter-Reay had retired with an electrical problem and Tony Kanaan followed the field well behind after stopping for repairs after braking problems. Kanaan finally crossed the finish line 56 laps behind. Castroneves also followed the field. After repairing the gearbox, he was several laps behind. As a result, he did not complete all the laps for the first time this season.
Shortly after Dixon pitted for his second and final stop on lap 64, Servià stopped in the third corner with fuel pressure problems. Servià could not start the race again. Since the pit lane was initially closed, Power, Filippi and Bourdais, who had not yet made their last stop, were at a disadvantage. Bourdais opted for a pit stop in the caution period after the pit was reopened, Power and Filippi fell by the wayside. At the restart, the two kept the first two positions ahead of Dixon. Pagenaud fell back again and de Silvestro, Wilson, and Conway passed him.
A little later, Satō drove into the tire wall in the third corner after a duel with James Jakes . This triggered another yellow phase. Satō resumed the race briefly, but gave up before the end of the race. In order to avoid the damaged vehicle, Conway and Castroneves drove into the run-off zone during the yellow phase. Power and Filippi pitted, so Dixon took the lead again.
Dixon kept first position at the restart ahead of de Silvestro, Wilson, Pagenaud and Newgarden. One lap later there was another caution phase, as Castroneves had stopped before the third corner. At the following restart, Dixon defended his lead confidently and drove with a solid lead over the rest of the field over the next few laps. Four laps to go, Conway had an accident in the ninth corner that led to a caution period. The race was no longer released and ended under yellow flags.
Dixon won the race ahead of de Silvestro and Wilson. It was de Silvestro's first podium finish in her 63rd IndyCar start. It was the second IndyCar podium finish by a female driver on a street circuit after Danica Patrick's second place in Detroit in 2007 . On the ovals, Patrick and Sarah Fisher have already achieved podiums and Patrick has won a race.
Pagenaud, Newgarden, Jakes, Rahal, Bourdais, Viso and Filippi completed the top 10. It was Filippi's first top 10 finish on his third start.
Dixon made up 41 points on leader Castroneves and reduced the gap to eight points.
2nd qualifying
Due to heavy rain before qualifying, there was too much water on the track for qualifying to be canceled. For this reason, no bonus point was given to the pole setter. The starting grid was determined by the entry points.
With regard to the starting grid, there was initially an incorrect publication by the racing series. The current state of the entrant table was used as a basis, so that Dixon got the pole position in front of Castroneves and Pagenaud. Castroneves was eight points ahead of Dixon in the drivers' standings, but his car was seven points behind Dixon's racing car in the entrant standings. The reason for this difference was a point deduction exclusively in the entrant classification after Castroneve's victory in the Firestone 550 , in which the diffuser outlet of his vehicle had not complied with the regulations. However, in the event of a qualifying being canceled, the IndyCar regulations stipulate that the entrant rating is considered at the beginning of the event. This led Castroneves, so that he got the pole position in front of Dixon and Pagenaud. There were also minor changes in the rest of the starting field.
2nd race
The race was started standing. The first attempt was canceled. The second time, Castroneves kept the lead over Dixon. Shortly afterwards the race was neutralized. De Silvestro drove past Rahal and Vautier on a train, who both drove into the wall during the maneuver. Both drivers took up the race again, Rahal had his front wing changed. De Silvestro was then given a drive-through penalty. At the restart, Castroneves kept the lead again. However, Castroneves suffered a gearbox damage on lap 11 and stopped. Dixon took the lead, there was another caution period and Castroneves was pitted for repairs. Penske managed to repair Castroneve's car, but by then he was already 36 laps behind. Castroneves finally resumed the race and was 23 laps behind, making it penultimate.
While Dixon was in the lead, there were two caution phases in the second third of the race. First Filippi had an accident in the sixth corner. He resumed the race. Then Kanaan had an accident on the seventh corner. Kanaan didn't start the race again. One lap after the second restart, Power passed Dixon into the lead.
While Power led the race followed by Dixon, there were four incidents in the final third of the race that resulted in caution phases. First Carpenter stopped in the third corner. The race was over for him. Then there were debris in the eighth curve. Newgarden later shot Marco Andretti and was given a drive-through penalty.
On the last lap there was a serious accident in the fifth corner. Satō got tire abrasion and lost control of his vehicle. Franchitti couldn't get out of the way and started up. He rose and was thrown into the safety fence. The safety fence was damaged and debris flew onto the stands. 15 people were injured. Two of them had to go to the hospital. Viso also had an accident as he avoided the wrecked vehicles. Franchitti was seriously injured in the accident and was taken to the nearby hospital. He broke his right ankle, fractured two vertebrae, and suffered a concussion. The vertebral injury did not require surgery, while the ankle fracture was operated on right after the race. He was retired from the last race of the season as a result of the accident. Six days after the accident, Franchitti was discharged from the hospital, but he then had to undergo another operation on his ankle. On the advice of his doctors, Franchitti decided about a month after the accident not to return to the racing cockpit and to end his career.
Power, who had also achieved the most leading laps, won the race ahead of Dixon, Hinchcliffe, Wilson and Bourdais. The top 10 were completed by Pagenaud, Servià, Kimball, Conway and de Silvestro. It was Powers 20th IndyCar win, tying Earl Cooper to 21st place on the all-time list of winners.
In the championship, Dixon took the lead from Castroneves and built up a 25-point lead. Dixon had scored 74 points more than Castroneves over the weekend.
