The Waterford area was surveyed in 1774. David McWayne was the first settler to reach the area in 1775. Other early settlers were Eleazer Hamlin, Hannibal Hamlin's grandfather , and his brothers. The area was organized as a town on March 2, 1797. Previously it was organized as the Waterford Plantation . Another name was Old No. 5 . In 1811 part of Albany was added.

The Maine State Route 35 runs north-south through the area of the Town. Maine State Route 93 joins it when coming from the west . In the Waterford Flat area , Maine State Route 37 branches off in an easterly direction , which joins Maine State Route 118 coming from the north in East Waterford .

There are no hospitals or medical facilities in Waterford. The closest are in Bridgton, West Paris and Norway.

The Waterford Library is located in Waterford . Its origins go back to 1899, when the Ladies Sewing Circle set up a library in the Knight store. In 1899 this was reorganized as the Ladies Library Association of Waterford . After the death of the Knight sisters, the Waterford Library Association was formed and ownership passed to them. The Knight Store was destroyed by fire in 1937, as were parts of the library and other buildings. Renovation work began in 1938 and the land on which the Knight Store was located was transferred to the association. From 1928 a library was also formed in South Waterford. This merged with the Waterford Library in 1994. The Waterford Library building, which was renovated after the fire in 1937, is now a listed building.
