event
An event is "a time-limited and planned event with a defined objective or intention, a program sequence with a thematic, content-related or purpose in the delimited responsibility of an organizer, a person, organization or institution in which a group of people takes part". The organization of the event is the distinct responsibility of an organizer , person, organization or institution. In Switzerland, an event is synonymous with an occasion .
Public events within the meaning of the Weapons Act are "scheduled, time-limited events that stand out from everyday life, which are not limited by the number of people present, but by their extra-everyday character and specific purpose, from simply staying together in one place and usually everyone are accessible, based on a special occasion and regularly have a sequence program ”.
From 200 people who use a room at the same time or are dependent on the associated escape routes , outdoor facilities with scene areas that are intended for more than 1000 visitors, or sports stadiums for more than 5000 visitors, event locations according to model building regulations (MBO) and meeting place regulations (VStättV / VStättVO) treated as a meeting place .
Obligations of an organizer
The obligations of an organizer result from § 38 MVStättVO, from the applicable laws for security and order and from the requirements of the authorities. Basic duties include:
- Compliance with regulations
- Creating security for actors and visitors
- Appointment of an event manager
- Ensuring cooperation with the authorities
- List of all necessary and required concepts
- the duty to maintain safety
- Establishment of a fire safety watch and information and provision of a medical watch service from 5,000 visitors
- Briefing of the staff
Phases of an event
An event consists of several phases. Different actors are involved in each.
Idea phase
In the first phase, the idea for an event is outlined and refined. This includes preliminary discussions with partners who support the implementation, information about the required documents and the preparation of a feasibility study.
planning phase
The planning phase includes coordination with the authorities. The goal is to get a ready-made permit, assessment or notification. Depending on the event, further concepts may be required and requested from the authorities.
Implementation phase
Once the official procedure has been completed, implementation can begin. The contracts with the service providers must be concluded and personnel must be acquired in order to ensure that the event runs smoothly. The conditions must also be met. During this phase there can always be discussions with the actors involved.
Implementation phase
The implementation phase includes the construction, the event itself and the dismantling. The official procedure may include approval and acceptance at the end of the event.
Follow-up phase
The event is evaluated in the follow-up phase. This includes communication, the evaluation of the number of visitors and negative and positive effects. The goal is to improve opportunities for the next implementation.
Event goals
Events have different goals from which the "event design" and the event form are derived. The event design is determined by the didactics, methodology, form of communication, process, location and venue, e.g. B. through the availability of the rooms or the technology, and is the basis for the type of event.
Events can be broken down into five core objectives:
- Decide
- Information ( conveying information and knowledge transfer )
- Innovation ( something new should be developed )
- Motivation ( conveying emotions, participants experience or learn a certain, possibly common, goal )
- Selling ( sales promotion )
Event forms

The term " event " can be defined as a coming together to experience joy or togetherness together. An event can be organized by individuals, groups of people, associations, commercial providers (event agency) or other institutions.

Fair and exhibition
The focus is on the presentation of products and the associated sales promotion.
A trade fair or exhibition is a presentation of products and services. Both terms are often used synonymously. A trade fair, however, is an event exclusively for trade visitors, while the exhibition is open to the general public. Fairs and exhibitions can differ from the ordering or Gewerbeamt fixed to and enjoy after the end of the process market freedoms .

Conference and Congress
The focus is on conveying and discussing information.
A conference or congress is a gathering of people who work on a specific topic. Both terms are often used synonymously. A congress, however, is an event lasting several days, while the conference is specifically one day.

Major event
A major event is a special form of event. According to the guidelines of ministries, it is present if at least 100,000 visitors are expected, more than 5,000 visitors are on the site at the same time, or there is a particularly high risk potential. However, there is no single definition. If the planned event is a major event, special requirements are placed on the organizer. More partners have to be involved in the planning stage and the authorities demand that concepts be drawn up for individual relevant processes.
Involved
In addition to the organizer as the organizer, other partners must be involved in the process as early as the planning phase. It is important that the competencies of all those involved are clearly regulated and that communication takes place continuously.

Project BaSiGo
The BaSiGo project was funded by the Federal Ministry of Education and Research (BMBF). In this project, authors with many years of experience put together information on the planning and implementation of major events. One focus is the topic of security at major events.

At universities, lectures, seminars, internships, "workshops" (working groups) and similar courses are referred to as events for students.
In the advertising industry , the English word “event” is usually used in so-called “marketing slang ” for an event outside of a training facility.

In Germany there is the possibility of training and studying. For the event industry, the event clerk, the commercial assistant or the business assistant are relevant.
In addition, a distance learning course with an IHK certificate “Event Management” is offered. There are various academic courses on the subject of security, for example security management.

Germany
At the request of the organizer certain events can set are. These include trade fairs , exhibitions , weekly markets , special markets , annual markets and folk festivals . This is done on the basis of the trade regulations and market law . For this purpose, documents such as a description of the event including a sketch, an extract from the central trade register as well as a certificate of good conduct for submission to an authority and an insurance confirmation must be available. The applicant receives market privileges on the basis of a notification . If major events also take place outdoors, special use of public roads must be approved.

Austria
In Austria , all laws that must be observed when holding an event are regulated in the respective event laws of the countries. These are documented in the legal information system of the Republic of Austria . The respective event law is a matter of the state and thus varies in the nine federal states of Austria.
Federal Association of the Event Industry
Organizers can organize themselves in the Federal Association of the Event Industry. It has represented the interests of its members since 1985 and has had its current name since 2010. It offers the opportunity for professional exchange, the representation of interests in parliament and provides a job exchange.
