The State Office for Geoinformation and Land Surveying Lower Saxony (LGLN) performs the largely sovereign tasks of surveying and cadastral administration (VKV) in Lower Saxony. The VKV authorities have been subject to a sometimes serious Reformation process in recent years. In the course of the reform process even the abbreviation LGLN ​​was defined differently.

Administrative reform in 1996

In 1996, the previously independent 53 land registry offices were merged for the first time to form 24 higher-level surveying and cadastral authorities.

The layout of the VKB was based on the government districts that existed at the time, as the VKB were disorganized by the district governments. In Lower Saxony there are more land registry offices than rural districts (38) and independent cities (8). This circumstance shows after-effects of the district reforms of the 1970s , since the land registry offices of the old district towns z. T. persist. So are z. B. Within the district of Rotenburg (Wümme) with the locations in Bremervörde and Rotenburg there are two land registry offices (today's district of Rotenburg (Wümme) was created in 1977 from the two corresponding districts). For the area of ​​the former district of Hanover (today the Hanover region), however, after the merger of the previous districts in 1974, the land registry offices of Burgdorf , Springe and Neustadt am Rübenberge were merged with the office in Hanover in 1975. Furthermore, it can happen that the respective land registry office is not necessarily to be found at the headquarters of the associated district. This applies to Rinteln in the Schaumburg district (based in Stadthagen ). Here, too, there are historical reasons: until 1977, Rinteln was the seat of the Grafschaft Schaumburg district , which was combined with the Schaumburg-Lippe district to form the Schaumburg district.

Administrative reform in 2005

By resolution of the Lower Saxony state government of July 13, 2004, the authorities for geoinformation, rural development and real estate (GLL) were established in Lower Saxony on January 1, 2005 . At a total of 14 locations, this authority took over the tasks of surveying and cadastral administration (VKV) as well as the Lower Saxony administration for rural development (NVL). Associated with this was the dissolution of the four district governments in Lower Saxony. The structure of the service and technical supervision was a novelty : It was the responsibility of both the Lower Saxony Ministry for the Interior, Sport and Integration (MI) and the Lower Saxony Ministry for Food, Agriculture, Consumer Protection and State Development (ML) .

Organizational structure and tasks

Department 1: Cross-sectional tasks

Department 1 “Central Tasks” is responsible for all cross-sectional tasks of a regional directorate, in particular organization, personnel, budget, cash, cost and performance accounting, information and communication technology.

Department 2: Geodata Management

Department 2 "Geodata Management" takes on the central task of managing the geodata base, consisting of geographic base data, geospatial data and metadata including marketing. Geodata are thematic data with a location reference. Due to the growing requirements for the provision and use of spatial data, the area-wide spatial data infrastructure of Lower Saxony (GDI-NI) is constantly being developed. A SDI comprises spatial data, networks, services and standards. The department is also responsible for the provision of data from the official real estate cadastral information system (ALKIS) for internal and external customers, as well as user-specific data transfers. Another focus of the GIS service is the creation of order-related themed maps, such as city maps, farm maps, hunting maps, and the support of the internet-based information system (ASL).

Department 3: Office for Rural Development

In Department 3.1 "Structural Funding for Rural Areas" the task areas are village renewal, the development of typical landscapes and rural areas, rural road construction, integrated rural development concepts (ILEK) and regional management, as well as all legal matters of the GLL.

Division 3.2 “Land consolidation, land management” is responsible for planning and implementing procedures in accordance with the Land Consolidation Act.

Department 4: Appraisal, urban zoning

Department 4 “Appraisal and urban land management” comprises the specialist areas of valuation and land management procedures, here mainly reallocations. The department collects the purchase price and creates a rental price index for selected cities. So-called market value appraisals are drawn up with the expertise of the appraisal committee.

Department 5: Land registry offices

Department 5 for "Real Estate Cadastre and Surveying" comprised the areas of responsibility of the previous cadastral offices. According to the Lower Saxony Law on Official Land Surveying (NVermG), they are responsible for keeping records of the real estate cadastre, recording basic geographic data and providing essential information on land.

Several land registry offices (5.1 to 5.x) were assigned to each GLL. For example, the GLL Northeim included the land registry offices Northeim (5.1), Göttingen (5.2) and Osterode am Harz (5.3). Department 6: Nationwide on-site tasks

After the creation of the GLL, Department 6 initially served as a "catch basin" for tasks that were shifted from the dissolved district governments to the GLL and could not be assigned to the other departments (including technical supervision, cost and performance accounting). As a result, these departments were only available at the three locations Braunschweig, Lüneburg and Oldenburg under the name "State-wide suburbs of the State of Lower Saxony". In the course of further reforms, only the upper committee of experts at the Oldenburg location remained as Department 6. In 2012, the Lower Saxony Ordnance Disposal Service (KBD) was assigned as Department 6 of the Hanover Regional Directorate.

Department 7: Domain Management

The domain administration in Department 7 was responsible for looking after the existing domains (currently 99 companies), which are largely managed by tenants. In the context of the drafting of the contract, model projects are anchored in the framework of state policy for exemplary agriculture, but special orders for research questions from this area are also taken into account. Since a large number of the buildings belonging to the domain administration are listed, special requirements must be taken into account.

In addition, the domain administration leases individual agricultural parcels in the country, many of which are located in larger contiguous complexes. Agricultural structural issues are taken into account. Since more than half of all usable areas of the domain administration are in nature conservation priority areas, management forms must be coordinated with the tenants that take the respective nature conservation goals into account. The total area of ​​agricultural land is currently around 22,500 ha.

In addition, extensive ancillary areas belong to the domain fiscal property. These include bodies of water, heaths, dunes, beach areas and many more that are owned by the state for reasons of general interest. The area currently covers around 22,400 hectares. In addition to performing the owner function, the domain administration in this area is responsible for agreeing fees for special uses in the leisure sector or other sectors. The domain administration also manages corresponding hunting and fishing rights that are related to the state property.

Administration for third parties:

This includes areas that have been acquired by the state's nature conservation administration. Corresponding lease contracts are to be maintained, which basically provide for management conditions for these areas to strengthen the natural balance. This is currently around 15,000 hectares.

The agricultural assets of the Braunschweig United Monastery and Study Fund and the Braunschweig Foundation are also managed in the former state of Braunschweig and in Saxony-Anhalt. This is done in cooperation with the Braunschweiger Kulturbesitz Foundation (around 9,300 ha).

The moor administration originally had the task of creating settlement land for farmers by cultivating marshes, but today it is active in implementing the goals of the Lower Saxony moor protection program on state-owned areas with a focus on the Weser-Ems region.

This includes in particular the rewetting of formerly industrially peat bog areas (currently around 7,400 ha), but also the leasing of state-owned agricultural areas in the vicinity of the bogs, for which extensification requirements are imposed in view of the nature conservation goals (currently 2,100 ha). As a task of decreasing importance, it is also responsible for the maintenance of the state's own peat areas, where peat is currently being advertised on the basis of long-term contracts (currently 3,500 ha).

Special feature in the authority: Service center for rural development and agricultural support

The Service Center Rural Development and Agricultural Promotion (SLA) acts as the central technical service of the agricultural administration in Lower Saxony with direct access rights through the Ministry of Food, Agriculture, Consumer Protection and Regional Development (ML). The SLA guarantees an infrastructure through IT services. The work of the SLA enables the allocation and disbursement of over EUR 1 billion annually in funding to rural areas and agriculture in Lower Saxony. Organizationally, the SLA was also affiliated with the GLL Hannover as Department 6.

Administrative reform 2011

The newly formed State Office for Geoinformation and Rural Development Lower Saxony (LGLN) has been performing the tasks of the GLL and the State Office for Land Surveying and Geographic Base Information Lower Saxony (LGN) since January 1, 2011. The service and technical supervision continued to lie with both the Lower Saxony Ministry of the Interior, Sport and Integration (MI) and the Lower Saxony Ministry for Food, Agriculture, Consumer Protection and State Development (ML). The LGLN ​​was headed by a two-person board, which was divided into two board areas: Board area VKV and Board area NVL. The board for the VKV division also performed the task of the board chairman.

Administrative reform 2014

Since July 1, 2014, the tasks of the VKV and the NVL have again been performed by separate authorities. The VKV was reorganized in the State Office for Geoinformation and Land Surveying (abbreviation still LGLN). The number of regional directorates has been reduced to 9. The administrative branches of the NVL were incorporated into the newly created offices for regional development . The service center for land development and agricultural support was transferred to an independent authority.

One of the goals of the state government in Weil, which has held office since the state elections in 2013 , is to strengthen the state-specific regions. From this it follows that four offices for regional state development (ArL) will be introduced similar to the district governments that were abolished in 2005, under whose roof the state funding instruments will be bundled. The administrative branches of the NVL carry out part of the structural funding through the instruments of land consolidation and structural funding for rural areas (e.g. village renewal), which essentially comes from the European EAFRD funding pool. This emphasized importance leads to the integration into the ArL. At the same time, the reform will give up the dual service and technical supervision of the MI and ML.

Central tasks division

In this division, non-technical matters are regulated for all VKV offices. This includes, for example, the higher-level housekeeping, cost-performance accounting or civil servant training.

Land surveying and geospatial information

This business area is run as an independent state company within the state office. He continues to take on the duties of the former LGN. Specifically, these are the sub-areas geographic information services (including the coordination office for GDI-NI), country reference system (including the geodetic control point fields) and geotopography (including cartography and digital terrain models). Together with the non-specialist Central Affairs, they form a total of four departments. The seat is in Hanover.

The RD Lüneburg was taken over unchanged from the old LGLN. The aim in reducing the number of regional directorates was to bring together entire old regional directorates. This was only partially successful. Only RD Osnabrück-Meppen consists of the corresponding predecessor institutions in the same area. In other cases, the merger only succeeded by splitting off individual offices or districts. The entire RD Wolfsburg was taken over for RD Braunschweig-Wolfsburg, but the district of Goslar fell from the old RD Braunschweig to RD Northeim. If the two largest parts of the old RD were taken over during a merger of regional directorates, the new RD was given a double name. This designation should also make it easier for outsiders to assign the old and new regional directorates.

Department 4: Appraisal, urban planning

Divisions 4 are responsible for issues relating to property valuation and urban planning measures (reallocation). The appraisal committees for property values ​​(GAG) are legally independent institutions, but make use of Department 4 as offices, which prepare the work of the appraisal committees such as the preparation of property appraisals, the preparation of the annual property market report and the collection of purchase prices. The department head 4 is usually also the chairman of the GAG.

There is only one Department 4 per RD, since according to the Lower Saxony implementation ordinance for the BauGB, only one GAG ​​with an associated office is to be provided. The seat of Department 4 is usually assigned to the seat of the RD.

However, the department can be distributed over several locations, which can be seen in the example of RD Braunschweig-Wolfsburg: There the department has 4 locations in Braunschweig (responsible for the city of Braunschweig, district of Peine, city of Salzgitter, district of Wolfenbüttel), Celle (responsible for the district of Celle), Gifhorn (responsible for the district of Gifhorn) and Wolfsburg (responsible for the city of Wolfsburg and the district of Helmstedt).
