The Communauté d'agglomération Rouen-Elbeuf-Austreberthe (CREA) is a former French community association ( Communauté d'agglomération ) in the Seine-Maritime department in what was then the Normandy region . It was founded on January 1, 2010. The CREA replaces the Communauté de l'agglomération rouennaise, the Agglo d'Elbeuf, the Communauté de communes Seine-Austreberthe and the Communauté de communes du Trait-Yainville.
With effect from January 1, 2015, the association of municipalities was replaced by the Métropole Rouen Normandy .
