The Cupa României in the 1965/66 season was the 28th tournament for the Romanian Football Cup . The winner was Steaua Bucharest , which was able to prevail in the final on July 17, 1966 against UTA Arad . As a result, Steaua qualified for the European Cup Winners' Cup . Defending champion Știința Cluj was eliminated in the round of 16 against Dinamo Bucharest .

The clubs of Divizia A only got in the round of the last 32 teams and had to play away first. From the round of 16 onwards, all games - apart from the final, which was traditionally played in Bucharest - took place in a neutral place. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If after that there was still no decision, a replay took place on the following day at the same location. If this also ended in a draw, the team with the lower average age advanced to the next round. In the sixteenth finals, in the event of a tie after extra time, the away team went on one round.
