The Cupa României in the 1981/82 season was the 44th tournament for the Romanian Football Cup . The winner for the fourth time was Dinamo Bucharest , which won the final on June 20, 1982 against second division FC Baia Mare . As Dinamo won the championship , Baia Mare qualified for the European Cup Winners' Cup . Defending champion Universitatea Craiova was eliminated by a decision by the Romanian Football Association in the round of 16.

The clubs of Divizia A only started in the round of the last 32 teams. From the round of 16 onwards, all games - apart from the final, which traditionally took place in Bucharest - were played on a neutral pitch. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If after that there was still no decision, the decision was made on penalties . In the sixteenth finals, in the event of a tie after extra time, the away team advanced one round, with teams from the same leagues being decided by penalty shoot-out.
