The Cupa României in the 1959/60 season was the 22nd tournament for the Romanian Football Cup . The winner was Progresul Bucharest for the first time , which was able to prevail in the final on July 3, 1960 against second division Dinamo Obor Bucharest . Defending champion Dinamo Bucharest was eliminated in the quarterfinals against Știința Timișoara .

Progresul Bucharest did not take part in the first ever European Cup Winners' Cup the following season . Instead, Progresul was allowed to participate in the following year , as the 1961 cup final did not take place until the fall.

All games - apart from the final, which was traditionally played in Bucharest - took place on a neutral pitch. The clubs of Divizia A only started in the round of the last 32 teams. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If there was still no decision, a replay was played.
