The Cupa României in the 1989/90 season was the 52nd tournament for the Romanian Football Cup . The winner for the seventh time was Dinamo Bucharest , which was able to prevail in a new edition of the previous year's final on May 2, 1990 against defending champion Steaua Bucharest . As Dinamo won the championship , Steaua qualified for the European Cup Winners' Cup .

The clubs of Divizia A only started in the round of the last 32 teams. From the round of 16 onwards, all games - apart from the final, which was traditionally played in Bucharest - took place in a neutral place. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If after that there was still no decision, the decision was made on penalties .
