The Cupa României in the 2003/04 season was the 66th tournament for the Romanian Football Cup . The winner for the eleventh time was defending champion Dinamo Bucharest , who won the final on June 6, 2004 against Oțelul Galați . As Dinamo won the championship , Oțelul qualified for the UEFA Cup .

The clubs of Divizia A only started in the round of the last 32 teams. In the round of 16, all games took place in a neutral place. Only one game was played at a time, the quarter-finals and semi-finals were decided in the return leg. If only one game took place and it was tied after 90 minutes or if no decision could be made in both games taking into account the away goals rule , an extension of 30 minutes followed, whereby the golden goal rule was applied. If after that there was still no decision, the decision was made on penalties .
