The Cupa României in the 1983/84 season was the 46th tournament for the Romanian Football Cup . The winner was Dinamo Bucharest for the fifth time , which was able to prevail in the final on May 22, 1984 against Steaua Bucharest . As Dinamo won the championship , Steaua qualified for the European Cup Winners' Cup . Defending champion Universitatea Craiova was eliminated in the round of 16.

The clubs of Divizia A only started in the round of the last 32 teams. From the round of 16 onwards, all games - apart from the final, which was traditionally played in Bucharest - took place in a neutral place. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If after that there was still no decision, the decision was made on penalties .
