The Cupa României in the 1998/99 season was the 61st tournament for the Romanian Football Cup . The winner for the 21st time was Steaua Bucharest , who won the final on June 16, 1999 against defending champion Rapid Bucharest . As a result, Steaua qualified for the UEFA Cup after the European Cup Winners' Cup had been played for the last time in the 1998/99 season.

The clubs of Divizia A only started in the round of the last 32 teams (4th round). In the round of 16, all games took place in a neutral place. Only one game was played at a time, with the quarter-finals and semi-finals being decided in the home and away leg. If only one game took place and it was tied after 90 minutes or if no decision could be made in both games taking into account the away goals rule , an extension of 30 minutes followed. If after that there was still no decision, the decision was made on penalties .
