The Cupa României in the 1990/91 season was the 53rd tournament for the Romanian Football Cup . The winner for the fifth time was Universitatea Craiova , which was able to prevail in the final on June 26, 1991 against FC Bacau . Since Uni Craiova, the championship was won by, to Bacau qualified for the UEFA Cup Winners' Cup . Defending champion Dinamo Bucharest was eliminated in the quarterfinals against the new title holder.

The clubs of Divizia A only started in the round of the last 32 teams. In the round of 16, all games took place in a neutral place. Only one game was played at a time, with the quarter-finals and semi-finals being decided in the home and away leg. If only one game took place and it was tied after 90 minutes or if no decision could be made in both games taking into account the away goals rule , an extension of 30 minutes followed. If after that there was still no decision, the decision was made on penalties .
