All games - apart from the final, which was traditionally played in Bucharest - all games took place on a neutral pitch. The clubs of Divizia A only started in the round of the last 32 teams. Only one game was played at a time. If this was a draw after 90 minutes, an extension of 30 minutes followed. If there was still no decision, a replay was played. If this game also ended in a draw after extra time, the lower-class team advanced to the next round.
