The Cupa României in the 1995/96 season was the 58th tournament for the Romanian Football Cup . The winner for the 19th time was Steaua Bucharest , which won the final on April 28, 1996 against Gloria Bistrița . Since Steaua won the championship , Gloria qualified for the European Cup Winners' Cup . Defending champion Petrolul Ploieşti was eliminated in the quarterfinals.

The clubs of Divizia A only started in the round of the last 32 teams. From the round of 16 onwards, all games - apart from the final, which was traditionally played in Bucharest - took place in a neutral place. Only one game was played at a time.
