The main road network of Hamburg ( HVS network for short ) is a categorization and node map of the road routes in the state of Hamburg . The state of Hamburg has control over main roads, similar to state roads in other federal states, while other roads are administered by the districts .
The responsibilities in road construction were reorganized in 2006 and the division of the road network (excluding federal trunk roads ) has since been limited to two categories. While the respective authority (state or district) otherwise assumes overall responsibility, the examinations for engineering structures and the planning of development measures are based on the state. The Office for Transport and Roads in the Authority for Transport and Mobility Transition, which is responsible at state level, centralizes the data of the road network.
The assigned streets in the HVS network of Hamburg are available as an Excel download from the state administration. The road pieces are not merged into the parent traffic routes with its own numbering, but it remains the plan pieces with their own ways numbers - there are 598 ways numbers of the districts listed plus 13-way numbers of federal roads (as of 2011).
Categories
The classification of the Hamburg road network is based on the Senate resolution of June 28, 2005 (information from the Senate to the Hamburg citizenship , printed matter 18/2498). The division of the road network (excluding federal trunk roads) is limited to 2 categories: main roads and district roads.
Major roads
The main roads in Hamburg form a hierarchically structured, uniform and plausible basic network that meets the following criteria:
Handling of the higher-level traffic by bundling it on efficiently developed roads, performing main traffic work with relatively high traffic loads, district connection function for handling large-scale traffic, linking with the (classified) surrounding roads, consideration of special functions (network of heavy goods and large-scale transport, dangerous goods transport, diversion routes BAB, military Basic network), outstanding importance of the traffic aspects (network connection, availability, security, efficiency, speed and LSA coordination), backbone for the reliable handling of commercial traffic, high importance for the handling of the road-based public transport, additional network functions and closing gaps.
Quantitative criteria are derived from the basic criteria, which lead to the examination of an assignment in individual cases:
Main traffic work: A traffic load of 15-20,000 vehicles per day is an indicator or a value> 20,000 vehicles / day is a weighty indicator for a main road; Values> 24,000 vehicles / day are undisputed.
Commercial traffic : A load from heavy traffic of 500 - 1,000 vehicles per day is an indicator or more than 1,000 is an important indicator for a main road.
Public transport: A bus load of over 200 is a weighty indicator of a main road; use by metro bus lines is an outstanding feature; Values over 400 regular buses per day are undisputed.
Qualitative criteria are derived from the basic criteria that lead to an assignment being checked in individual cases:
Part of a special network for large-scale and / or military transports or BAB diversions
Connection of the large-scale surrounding traffic by linking it to state or district roads
Part of the planned adaptive network control of traffic light systems.
District streets
In contrast to the main traffic roads, there are still district roads which, in addition to small-scale development tasks, also take on large-scale connection functions in addition to the HVS network.
The authority responsible for the category assumes overall responsibility for the planning, construction and maintenance of the road. If a street is not assigned to the state's HVS network (or is always in the coordination of the state as a federal trunk road), the district has the authority to take measures. The state administration offers the district offices to take over tasks of road supervision as well as minor repairs in the HVS network as contractors.
