As early as 1966, the Soviet army command demanded mobile all-terrain launchers for ballistic missiles. Finally, the manufacturer Minski awtomobilny sawod , who at that time certainly had the greatest experience with mobile rocket launch vehicles on a wheel base, was entrusted with developing a vehicle that met the requirements. The MAZ-547A was designed, which is essentially based on the chassis of the MAZ-543P truck . In 1972 the first vehicles were manufactured, which, in contrast to the MAZ-543P, were considerably longer and had six axles instead of four axles with the drive formulaHad 12 × 10. The original plan was to design the truck with five axles, but this turned out to be unsuitable for the requirements. To reduce the overall length of the vehicle, the warhead was positioned between the two cabs, which, like the MAZ-543, was the most distinctive feature of the vehicle. In addition, the vehicle had hydraulically extendable support beams that were extended before the missile was launched in order to give the vehicle stability. Minor improvements were made during production, resulting in the MAZ-547B. The variant used in the RSD-10 Pioner-UTTH missile complex was based on the MAZ-547W variant. Around 1980 the MAZ-547 was completely modernized again and received the designation MAZ-7916 . Designed to carry the more modern Pioner-3 missiles, the MAZ-7916 was wider, higher and the cabin was redesigned. In addition, the drive now took place with all wheels (12 × 12). A total of around 500 vehicles of the type were produced up to 1986.

From the MAZ-547 and its successor models , the MAZ-7912 and MAZ-7917 trucks were developed, which are used in the Topol missile complex .
