The development of the MAZ-5316 began in 1997 with an agreement between the Minsk manufacturing plant and the Belarusian Ministry of Defense. It said that a new truck with a six-ton payload and all-wheel drive should be developed for military use to replace vehicles from Russian manufacturers such as KAMAZ , Ural , GAZ and ZIL . The aim was to create a vehicle that was equally suitable for road and terrain, that could be used from -50 to +50 ° C and that would be suitable for transporting freight and people. It was also planned to use local components as much as possible for production. In addition, it should be possible to mount special structures on the chassis.

Series production of the new truck began in 1999. Right from the start, the V8 diesel engines from Russia were purchased from Yaroslavsky Motorny Sawod . At first, engines of the type JaMZ-238F were used, which do not differ in displacement and power from the models currently in use. As of 2017, a more modern engine from the same manufacturer will be installed. The transmission comes either from JaMZ or from MAZ's own production.

In line with their future area of application, the trucks were equipped with a tire pressure control system that can be operated from the driver's cab . You are able to navigate up to 1.5 meters deep water and overcome gradients of up to 30 °. Various assemblies were taken over from the MAZ-6317 , which was already in series production at that time . This includes the steering, engine and transmission, front axle, suspension, transfer case and the entire driver's cab. The latter is equipped with a sleeping place. The parts used in the two vehicles match between 85 and 90%.

The technical testing of the prototypes was completed in May 2000. It turned out that the originally intended manual transmission was prone to errors. Two new prototypes were built by summer 2001. Trials in the armed forces were completed in 2002, after which series production began. In 2003 the vehicle was put into service with the Belarusian armed forces .

The vehicle can also be equipped with a cable winch. A successor based on the MAZ-5340 has been built with the MAZ-5309 since 2008, but it is mainly used for civilian purposes.
