Sawsan Chebli (2019)

Sawsan Mohammed Chebli [ ˈsɔːˌsan ˈʃɪbˌli ] (born July 26, 1978 in West Berlin ) is a German political officer ( SPD ) of Palestinian origin.

From 2010 to 2014 she was policy advisor for intercultural matters in the Berlin Senate Department for Interior and Sports and from 2014 to 2016 deputy spokeswoman for the Foreign Office . Since December 2016 she has been the representative of the State of Berlin at the federal level and State Secretary for Civic Engagement and International Affairs in the Berlin Senate Chancellery .

Origin, education and private life

Chebli was born in West Berlin in 1978 as the second youngest child of a stateless family who first came to Lebanon from the earlier League of Nations mandate for Palestine and then came to Germany in 1970 in search of asylum . She referred to her parents as Palestinians in a tweet . She was tolerated until she was 15 , and in 1993 she received German citizenship .

Chebli grew up with her twelve siblings in Moabit . She only learned German at school. After graduating from the Lessing-Gymnasium in 1999 , she began studying political science at the Otto Suhr Institute of the Free University of Berlin , which she graduated with a diploma in 2004 . During her studies from 2001 to 2003 she was a student assistant at the Politics of the Middle East at the Free University of Berlin.

An important role model was her eldest brother, who died in 2018, who worked as an imam in Sweden and advised the local authorities on integration issues. Your personal biography, e.g. B. as a person with refugee status and her personal connection to the Middle East conflict , she describes as important for her decision to study political science and to go into politics.

Chebli is married to Nizar Maarouf, who was Managing Director of the medical tourism provider Vivantes International Medicine until January 2019 and has been Head of Sana International Business and Government Relations at Sana Kliniken AG since then .

Political career

Sawsan Chebli with US Ambassador Richard Grenell (2018)

In 2001 Chebli became a member of the SPD . During her studies she worked as a student assistant in the Bundestag office of Gert Weisskirchen . After completing her studies in 2004, Chebli was a research assistant for Brigitte Wimmer in 2005 and a research assistant for Johannes Jung from 2005 to 2009 . Her main focus was on foreign policy. Chebli took part in the Munich Security Conference in 2009 as one of the Munich Young Leaders .

In March 2010, she took over the newly created position of policy advisor for intercultural matters in the Berlin Senate Department for Interior Affairs and Sport , headed by Ehrhart Körting . In this position, she supported projects such as Jung, Muslim, Aktiv (JUMA), the follow-up project Jung, Gläubig, Aktiv (JUGA) and interreligious poetry slams . In the talk show Günther Jauch on November 25, 2012, she expressed her skepticism about the prospects of the Middle East peace process .

In January 2014, Frank-Walter Steinmeier appointed Chebli as the first Muslim ever to act as deputy spokesperson for Martin Schäfer in the Foreign Office . Like her appointment as policy advisor for intercultural affairs, this also met with great media coverage. She was the first spokeswoman for the Foreign Office without prior diplomatic activity . According to a report by Der Spiegel , Chebli was controversial in the Foreign Office . The ministry's staff council had dealt with complaints about them. In addition, she often appeared unprepared at press conferences and reacted “snuggly” to questions.

A few days before Michael Müller was re- elected as Governing Mayor of Berlin , it was announced on December 6, 2016 that Chebli was moving to the Berlin Senate Chancellery , headed by Björn Böhning , as the representative of the State of Berlin at the federal government and State Secretary for Civic Engagement and International Affairs . In April 2018 Björn Böhning was replaced by Christian Gaebler .

In August 2020 Chebli announced that he wanted to run for the 2021 federal election in the Berlin-Charlottenburg - Wilmersdorf constituency . In the party's internal area code, she competes against Michael Müller .

Political positions

Since joining the Senate Chancellery, Chebli has repeatedly stated in interviews that she regards it as her "core task" to strengthen civil society initiatives, especially those that are committed to the fight against anti-Semitism. In 2019, Chebli demanded mandatory visits by school classes to memorials of concentration camps such as Auschwitz-Birkenau as a measure of political education. After the attack in Halle (Saale) on October 9, 2019, Yom Kippur , the highest Jewish holiday , Chebli called for a protective vigil in front of the New Synagogue in Berlin, to which Chancellor Angela Merkel spontaneously appeared. In 2018, Chebli initiated the integration prize "Colors confess", which honors the achievements of refugees for economic success or charitable work and is supported by the Bild newspaper , among others .

Attitude to Islam

Chebli is a practicing Muslim and commented on wearing a headscarf in 2012 as follows: "Yes, the headscarf is a religious duty for me, but no, I don't wear it because it is not the most important thing in Islam for me." she made her decision not to wear a headscarf with her conviction that there was no other way of starting a political career in Germany. In 2017 Chebli told Die Zeit : “I don't wear a headscarf because I don't want to. But I want every woman to be able to decide for herself. "

In an interview with the Frankfurter Allgemeine Zeitung in 2016, Chebli said in response to the question of how it is that the proportion of third-generation Muslim youths who, when in doubt, place Sharia over the Basic Law: “Sharia largely regulates the relationship between God and man. It's about things like prayer, fasting, alms. As a democrat, that doesn't pose a problem in everyday life for me, but is absolutely compatible, as is the case for Christians, Jews and others. ” Kai Wegner (CDU) and Erol Özkaraca (then SPD) criticized Chebli's statements and doubted theirs Suitability for the office of State Secretary. Özkaraca sees Chebli not as a moderate Muslim, but as a conservative. This does not suit the SPD. Chebli himself specified this attitude in 2017: “The Sharia contains ritual regulations for the prayer and behavior of believers, including the obligation to give alms. All of this clearly falls under religious freedom. Other Sharia provisions clearly contradict the Basic Law and have no place in a democratic state. "( Herlinde Koelbl : https://www.zeit.de/zeit-magazin/2018/05/sawsan-chebli-spd-rettung )

After anti-Semitic and anti-Israel protests in Berlin on the occasion of Donald Trump's announcement that the US embassy would be relocated from Tel Aviv to Jerusalem , Chebli called for more Muslim engagement against anti-Semitism in December 2017. She told the world : “Just as minority Muslims expect others to stand up for them when they are discriminated against or attacked, they must raise their voices much louder when Jews are threatened in our country. The fight against anti-Semitism must also be their fight. "

As part of the negotiations on a renewed grand coalition after the 2017 federal election, the SPD wanted to propose Chebli as the anti-Semitism commissioner and later as the federal government’s integration commissioner . Among other things, Jewish organizations protested against the appointment, which did not take place.

Controversy

Allegations of sexism

In the context of the broad public discussion about MeToo , Sawsan Chebli published an experience of everyday sexism a few hours earlier on her Facebook page in October 2017 . During an official appearance at the Indo-German Society , she was a. D. Hans-Joachim Kiderlen has been publicly degraded as a woman. A few days later, the former diplomat regretted his "inappropriate speech" and apologized to the State Secretary. The incident and Chebli's handling of it sparked a controversial discussion in the German press. Chebli's account of the circumstances of the incident contradicted a representative of the Indo- German Society .

Moderation requirement

After Chebli ended a tweet under the hashtag #wirsindmehr with the sentence "We are not radical enough " in August 2018 , she was accused of violating the moderation requirement , to which she is subject as a civil servant both professionally and privately. A service instruction issued in January 2019 by the head of the Senate Chancellery, Christian Gaebler , according to which employees of the Senate Chancellery must refrain from making public statements and not referring to an existing employment relationship with the Senate Chancellery, was seen by the media as a reaction to Chebli's public statements.

Efgani Dönmez is expelled from the ÖVP parliamentary club

In September 2018, the Austrian saw ÖVP - Member of Parliament Efgani Dönmez after he commented on Twitter about offensive Chebli, exposed to accusations of sexism and misogyny, and calls for his resignation. He apologized the next day and was expelled from the ÖVP parliamentary club on September 3rd .

Legal disputes

The District Court Tiergarten spoke on 27 February 2020 right YouTuber Tim Kellner of the charge of insulting free of Chebli as "Islamic talking doll" and "Quotenmigrantin the SPD" had called. The public prosecutor's office in Berlin and Chebli announced that they would appeal . Kellner has a criminal record for insulting, among other things .
