The Scottish Football League Second Division was played in 1983/84 for the ninth time after the introduction of the Premier Division as the third highest Scottish league . It was also the ninth host the third-highest football -Spielklasse the gentlemen in Scotland under the name of Second Division . In the 1983/84 season, 14 clubs competed against each other in a total of 39 match days. Each team played three times against each other team. In the event of a tie, the goal difference counted .

The championship won Forfar Athletic , which at the same time secured participation in the First Division season 1984/85 . In addition to the Loons , the runner-up FC East Fife also rose. The top scorer with 22 goals was James Liddell of Forfar Athletic.
