The Scottish Football League Second Division was played in 1995/96 for the 21st time after the introduction of the Premier Division as the third highest Scottish league . In addition, it was the twenty-first event as the third highest football division for men in Scotland under the name Second Division . In the 1995/96 season, 10 clubs competed against each other in a total of 36 matchdays. Each team played four times against each other team. In the event of a tie, the goal difference counted .
The championship won Stirling Albion , which at the same time secured participation in the First Division season 1996/97 . In addition to the Beanos , the runner-up FC East Fife also rose. Forfar Athletic and FC Montrose had to relegate to the third division . Stephen McCormick of Stirling Albion was top scorer with 25 goals .
