The municipality Leiningerland is Rheinland-Pfalz association of municipalities in the north of the district Bad Durkheim . It was formed on January 1, 2018 from the voluntary amalgamation of the municipalities of Grünstadt-Land and Hettenleidelheim . 21 independent local congregations belong to it. The administrative seat is in Grünstadt , which, as an association-free city, does not belong to the association.
geography
location
The administrative area of the Verbandsgemeinde is in the northeast of the Palatinate . It extends from the north-eastern Pfälzerwald in the west across the northern part of Germany Weinstrasse in green city located in the hills of Palatine wine region extends until after Dirmstein and Gerolsheim in the East where the vines hill in the Oberrheinische Plain pass. Carlsberg in the west is the highest at 330 m , Dirmstein has the lowest altitude at 102 m .
Surveys
The highest elevations with a height of 400 m are in the south-west of the community of Harsberg ( 432.5 m ), the Leuchtenberg ( 424.1 m ) and the Harzweiler head ( 415 m ). They belong to the Leininger spur , which closes the Palatinate Forest to the northeast.
Waters
The area of the Verbandsgemeinde is drained by two left tributaries of the Rhine , the Eckbach and the Eisbach , which flow essentially parallel from southwest to northeast and are each almost 40 km long.
geology
The Verbandsgemeinde has a share in three types of landscape: low mountain ranges , rift valley and lowlands . The mountain part - the Palatinate Forest and its edges Haardt and Leininger Sporn - consists mainly of red sandstone , the flat areas are covered by young fluvial sediments . The enormous subsidence zone of the Upper Rhine Rift can only be seen on the surface of the earth at the edge of the rift near Battenberg , but it can be geophysically proven along the entire mountain range to a depth of around 20 km.

Association council and mayor
The first elections for the municipal council and the mayor of the new municipality took place on May 7, 2017, almost eight months before the change in area took place, as determined by the district administration of the Bad Dürkheim district. The previous mayor of Grünstadt-Land, Reinhold Niederhöfer , applied for the mayor's post for the SPD , the alderman of the Bad Dürkheim district , Frank Rüttger , the non-party Uwe Martin and other candidates for the CDU . In the runoff election, Rüttger prevailed with 52.3% against Niederhöfer (47.7%).
The election times of the previous municipal councils of Grünstadt-Land and Hettenleidelheim as well as the terms of office of the previous mayors of the municipalities ended on December 31, 2017. As a result, the next election of the municipal council of the new municipality will take place between April 1 and June 30, 2024 .

The coat of arms of the Verbandsgemeinde, which was newly developed in 2018 and is square with a golden cross , shows essential elements from the coats of arms of the predecessor corporations: the Leininger eagle , the Electoral Palatinate lion , the Petrus key of the diocese of Worms and a grape with - now 21 - berries and two sheets. The berries symbolize the 21 local communities, the two vine leaves the vineyards on both sides of Eckbach and Eisbach.
history
The Verbandsgemeinden Grünstadt-Land and Hettenleidelheim were created on the basis of the Thirteenth State Law on Administrative Simplification in the State of Rhineland-Palatinate of March 1, 1972, which came into force on April 22, 1972. Until then, the administrative structures from the Bavarian period (1816–1946) had existed. During the administrative reform of 1972, the local congregations retained their political independence.
On September 28, 2010, the state government passed the First Law on Local and Administrative Reform with the aim of improving the efficiency, competitiveness and administrative power of local structures. For municipalities it was determined that they should include at least 12,000 inhabitants (main residence on June 30, 2009). With 10,880 inhabitants, the community of Hettenleidelheim fell short of this minimum number of inhabitants; the community of Grünstadt-Land had 20,190 inhabitants on the reference date.
At an expert hearing on February 23, 2016 in front of the parliamentary interior committee, the then mayor Reinhold Niederhöfer (Grünstadt-Land) reported that the merger could result in considerable cost savings; In anticipation of the merger, these would have already amounted to 250,000 euros and would, for example, amount to 214,000 euros once for the fire brigade and in future to 836,000 euros annually for the construction and financial administration alone.
On February 24, 2016, the state parliament passed the state law on the merger of the municipalities of Grünstadt-Land and Hettenleidelheim . It determined that on January 1, 2018, a new community was formed from the previous community communities Grünstadt-Land and Hettenleidelheim, which bears the name "Leiningerland". This name was chosen because the territory of the Verbandsgemeinde had previously been predominantly under the rule of the Counts of Leiningen . The seat of the administration is in Grünstadt, the administrative building of the former municipality of Grünstadt-Land serves as the administrative building.
On the occasion of the formation of the new association, the state granted an allocation of 2 million euros.
Economy and Infrastructure

In addition to some industrial companies (for example Dradura in Altleiningen, Südzucker in Obrigheim, Spiess in Kleinkarlbach) with a maximum of 1,000 employees, viticulture and tourism in particular are of economic importance. The Autobahn 6 ( Saarbrücken - Mannheim ) runs through the territory of the Verbandsgemeinde from west to east . At Grünstadt it is crossed by the federal road 271 , which connects Neustadt an der Weinstrasse in the south with Alzey in the north. The most important railway line is the Palatinate Northern Railway (Neustadt– Monsheim ), which runs roughly parallel to the B 271.
