- Dakar / Senegal : After his victory in the presidential election on March 19 occurs Abdoulaye Wade of the Democratic Party from his position as President and thus ending the 40-year rule of the Socialist Party of the country.

- Brussels / Belgium : The European Union (EU) starts negotiations with Macedonia on a Stabilization and Association Agreement , which is considered a preliminary stage for the Balkan state's accession negotiations with the EU. Macedonia is the first country to take this path towards aspiring EU membership.

- Strasbourg / France : The Parliamentary Assembly of the Council of Europe deprives the Russian delegates the right to vote as a sign against the destruction of the Chechen city of Grozny , against attacks on the civilian population and against further human rights violations in the Second Chechen War .

- Vienna / Austria : The Austrian Harald Krassnitzer is honored as the best actor in a series at the 11th Romy TV Prize. With this, the audience honors his achievements in the Tatort series .

- Athens / Greece : As with the general election in 1996 the voters confirm the one-party government of the Panhellenic Socialist Movement under Prime Minister Konstantinos Simitis .
- Hamburg / Germany : The first German baby hatch is installed in Altona .
- Yaren / Nauru : The parliamentary elections decide on the 18 members of the Nauru parliament . There are no political parties in the country.

- Tbilisi / Georgia : Eduard Shevardnadze from the Alliance for a New Georgia is re-elected as President with 80.4% of the votes cast .
Monday April 10, 2000
- Essen / Germany : The CDU board member Angela Merkel is elected as the new party leader with 897 of 935 valid votes at the federal party conference of the CDU.

- Bern / Switzerland : The press spokesman for the Social Democratic Party confirms information that the party president Ursula Koch is resigning from office for health reasons and is also leaving the National Council .
- Nuremberg / Germany : The New Museum for Free and Applied Art is opened.

- La Paz / Bolivia : The Revolutionary Nationalist Movement party calls on President Hugo Banzer Suárez of the Democratic Nationalist Action to resign. Banzer's deputy Jorge Quiroga Ramírez should then take over the official business until a government legitimized by parliamentary elections is sworn in .

- Vanni / Sri Lanka : The country's armed forces suffer one of their worst defeats in the civil war when fighters from the Liberation Tigers of Tamil Eelam conquer the important military base on the Elephant Pass .

- Pulau Sipadan / Malaysia : Members of the radical- Islamist group Abu Sayyaf kidnap 21 tourists and hotel staff from the island of Sipadan on the south Philippine island of Jolo .

- Vienna / Austria : The delegates of the party congress of the SPÖ elect Alfred Gusenbauer as the new chairman of their party, which is part of the parliamentary opposition in the National Council for the first time in around 30 years since the failure of the coalition negotiations with the ÖVP .

- Exeter / United Kingdom : According to the United Kingdom's National Meteorological Service , April 2000 is the wettest April since records began in 1766.
