• Helsinki / Finland : The European Council decided that the 15 member states of the European Union (EU) would start talks with Bulgaria , Latvia , Lithuania , Malta , Romania and Slovakia on their accession to the EU in 2000 . This increases the number of candidates to twelve. Negotiations have already started with Estonia , Poland , Slovenia , the Czech Republic , Hungary and Cyprus since the last enlargement in 1995 .
• Tirana / Albania : The Constitutional Court declares the death penalty unconstitutional.
