  • Karlsruhe / Germany : The Federal Constitutional Court orders a review of the state fiscal equalization , in which the financially strong states leave part of their income to the weaker states. In the opinion of the court, the regulations of the equalization do not correspond to the requirements of the Basic Law because they are difficult to understand on the one hand and non-transparent on the other. The process of redistribution, on the other hand, is generally compatible with the Basic Law.

  • Odi / Nigeria : In search of the " Egbesu Boys ", members of militant groups of the Ijaw in the Niger Delta , government soldiers destroy almost the entire city of Odi. The action began the day before and claims many lives among the 15,000 residents.
