- Erfurt / Germany : The state parliament elects incumbent Bernhard Vogel ( CDU ) as Thuringian Prime Minister for the third time . This time he can form a CDU sole government .

- Vienna / Austria : In the Theater an der Wien is the premiere of the musical Mozart! held by Michael Kunze and Sylvester Levay , with Uwe Kröger , Yngve Gasoy Romdal and Eva Maria Marold in the lead roles, directed by Harry Kupfer .

- Vienna / Austria : In the National Council elections , the FPÖ becomes the second strongest political force after the SPÖ . An alliance between the FPÖ and the third-placed ÖVP is not ruled out by either party. The SPÖ criticizes these mind games because the FPÖ acted aggressively right-wing populist in the election campaign .

- Nan'yō / Japan : The amateur astronomer Tomimaru Ōkuni discovers the asteroid of the main belt (19707) Tokunai . He names it after the Japanese samurai , geographer and explorer Tokunai Mogami.

- Leipzig / Germany : Federal Chancellor Gerhard Schröder opens the Contemporary History Forum on the 10th anniversary of the Leipzig demonstration . The focus of the 2,000 m² permanent exhibition is on dictatorship and resistance in the Soviet occupation zone and in the GDR .

- Berlin / Germany : In the election for the House of Representatives , voters again confirm a four-party parliament made up of CDU , SPD , PDS and Bündnis90 / Die Grünen . While the CDU of the Governing Mayor Eberhard Diepgen gained slightly, the SPD under Walter Momper lost some of the votes. The grand coalition of both parties is to be continued.

- Stockholm / Sweden : This year, the American Günter Blobel, born in the German Reich in 1936, will receive the Nobel Prize for Physiology or Medicine for his research on a better understanding of proteins .

- Sarajevo / Bosnia and Herzegovina : Adnan Nević sees the light of day shortly after midnight and is dubbed "Baby 6 billion" by the United Nations in order to create awareness that the number of people on earth in 1999 was the limit of 6,000,000,000. Thus the world population has increased by 20% since 1987.
- Stockholm / Sweden : The in the United States living Egyptian Ahmed Zewail is the this year Nobel Prize in Chemistry obtained. The foundation honors his work in femtochemistry . The Nobel Prize in Physics will be awarded this year to the Dutchmen Gerardus' t Hooft and Martinus JG Veltman for their work in the field of electroweak interactions .

This diplomacy shows the preference for a privileged partnership , because according to this statement , the status of a real candidate for membership of the European Union is unlikely for Turkey.
- Dresden / Germany : The Landtag elects incumbent Kurt Biedenkopf ( CDU ) for the third time as Prime Minister of the Free State of Saxony . As after the 1990 and 1994 elections, the government forms the CDU alone.
- Potsdam / Germany : With 58 of 85 valid votes, the Brandenburg State Parliament re- elects Manfred Stolpe ( SPD ) , head of government in the State of Brandenburg since 1990, as Prime Minister.
- Stockholm / Sweden : The Canadian Robert Mundell will receive the Alfred Nobel Memorial Prize for Economics this year for his contribution to the understanding of monetary and fiscal policy .

- Brussels / Belgium : George Robertson from the United Kingdom replaces Spaniard Javier Solana as Secretary General of the NATO military alliance .

- Oslo / Norway : The international organization for medical emergency aid " Médecins Sans Frontières " ( German "Doctors Without Borders" ) will receive this year's Nobel Peace Prize . The committee wants to reward the private association for its politically neutral , purely humanitarian aid in often life-threatening locations.

- London / United Kingdom : The horizontally assembled London Eye , the tallest Ferris wheel in the world, stands upright for the first time. The first attempt to sit up on September 10th failed; the second attempt now lasted six days.
- Munich / Germany : The children's TV - channels Disney Channel starts broadcasting its program in Germany.
- Tampere / Finland : At the meeting of the European Council , the heads of government of the member states of the European Union (EU) undertake to develop a common EU asylum and migration policy.
- Zagreb / Croatia : The body of the publicist , terrorist helper and functionary Bruno Bušić is reburied in the Mirogoj cemetery in the Croatian capital Zagreb , exactly 21 years after his murder . The reburial near the graves of those who died in the Croatian War takes place with military honors. The sculptor Marija Ujević-Galetović designed his tomb .

- Frankfurt am Main / Germany : The American historian Fritz Stern , whose family emigrated with him from the German Reich 61 years ago , receives the Peace Prize of the German Book Trade .
- Niamey / Niger : In the first round of the presidential election in Niger , Mamadou Tandja from the National Development Society's Movement and Mahamadou Issoufou from the Nigerien Party for Democracy and Socialism prevail over five other candidates.

- Kailua-Kona / United States : The Ironman Hawaii ends with wins for Lori Bowden from Canada in the women and Luc Van Lierde from Belgium in the men.
- Mariposa County / United States : Stuntwoman Jan Davis dies during an illegal protest jump against a ban on base jumps from the granite block El Capitan into the Yosemiti Valley .

- Bern / Switzerland : The parliamentary elections end with the success of the Swiss People's Party (SVP), which was formed in 1971 . For the first time, they will receive the majority of the votes cast in an election to the National Council ; their share of the vote also increases significantly in the election to the Council of States . After the Social Democrats , the SVP will send the second largest number of MPs to this chamber .
- Chicago / United States : Khalid Khannouchi , who was born in Morocco in 1971 and lives in the United States, sets a new world record in the marathon . In the Chicago Marathon , he completed the 42.195 km in 2 hours 5 minutes 42 seconds, undercutting Ronaldo da Costa's 1998 best by 23 seconds.

- Lisbon / Portugal : As a result of the parliamentary elections on October 10, the new cabinet under Prime Minister António Guterres meets for the first time.
- East Timor / Indonesia : The United Nations interim administration starts work. Its purpose is to provide an interim government and to protect the East Timorese people who were subjected to violence by pro-Indonesian militias and parts of the Indonesian military after their referendum for independence on August 30, 1999 .

- Yerevan / Armenia : Assassins storm the National Assembly and shoot the President of Parliament, Prime Minister Wasken Zarkissjan , two deputies, a minister and four MPs.

- Managua / Nicaragua : Nicaragua is another country in Central America that considers the New World screwworm fly to be extinct. Infestation with the insect can be life-threatening for humans and animals. It is widespread in South America, no longer occurs in North America and in Central America is only native to Costa Rica and Panama .
- Orissa / India : A cyclone with wind speeds of 260 km / h hits the mainland. According to initial estimates, 10,000 people will be killed as a result of the weather event.
