The Communauté d'agglomération Valence-Romans Sud Rhône-Alpes is a former French association of municipalities with the legal form of a Communauté d'agglomération in the Drôme département of the Auvergne-Rhône-Alpes region , the administrative seat of which was in Alixan . It comprised two geographically separated urban areas, the one around the prefecture of Valence on the left side of the Rhone and that of Romans-sur-Isère on the lower reaches of the Isère . The community association consisted of 51 communities on an area of ​​851.3 km ² .

tasks

The member communities had ceded very extensive competencies to the association. The competencies required included the development and promotion of economic activities and tourism as well as spatial planning based on a Schéma de Cohérence Territoriale . The community association determined all aspects of housing policy. In environmental matters , he operated sewage disposal, garbage collection and disposal and was generally responsible for immission control. He also operated the road maintenance department, the cycle path network, local public transport and school bus services. In addition, the association built and maintained cultural and sports facilities and sponsored events in these areas. He was responsible for expanding the telecommunications and data transmission networks in his field. A crematorium also fell under the responsibility of the Communauté d'agglomération.

Historical development

Cooperation at the level of public administration between Valence and its suburbs officially began in 1990 with the establishment of the Syndicat Intercommunal des Services de l'Agglomération Valentinoise (SISAV) , which initially included three additional municipalities on the opposite bank of the Rhone. In the years that followed, the municipalities of Cornas and Saint-Marcel-lès-Valence were added, and the syndicat was given further competencies in the areas of economy, spatial planning and infrastructure. In 2009 it was transformed into the organizational form of a Communauté d'agglomération, which was called Valence Agglo-Sud Rhône Alpes and comprised 11 municipalities.

Around the town of Romans-sur-Isère, about 20 km from Valence, a community association was also established in 1997, at that time in the form of a Communauté de communes . This rose to the Communauté d'agglomération du Pays de Romans in 2011 and comprised 21 parishes before it was dissolved.

At the turn of the year 2013/2014 these two community associations merged and incorporated further communauté de communes and communities:

• the Communauté de communes du Canton de Bourg-de-Péage , founded in 1999 and tailored to the Canton of Bourg-de-Péage ;
• the two communes in Drôme, Étoile-sur-Rhône and Beauvallon, of the interdepartmental Communauté de communes des Confluences Drôme-Ardèche ;
• the municipality of Ourches .

With effect from January 1, 2017, the community association merged with the Communauté de communes de la Raye and thus formed the successor organization Valence Romans Agglo .
