The SPÖ Upper Austria is the regional organization of the Social Democratic Party of Austria in the Austrian state of Upper Austria . The party has its seat in the Linzer Landstrasse .
Since the state elections in 2015 , the Upper Austrian SPÖ has had 11 seats in the Upper Austrian state parliament . She governs there with the regional councilor for social affairs and communities, Birgit Gerstorfer , in the proportional government with the ÖVP , FPÖ and the Greens in the Stelzer regional government . In addition, the state party sends two MPs to the Austrian Federal Council , Bettina Lancaster and Dominik Reisinger .
For the SPÖ Upper Austria, there have been seven members of the Austrian National Council since the 2019 National Council election , Michael Seemayer , Eva-Maria Holzleitner , Dietmar Keck , Sabine Schatz , Alois Stöger , Markus Vogl and Petra Wimmer . Since the European elections in 2019, there is also a member of the SPÖ Upper Austria in the EU Parliament , the mayor of Bad Ischl , Hannes Heide .
Provincial chairwoman of the SPÖ Upper Austria is currently the Provincial Councilor Birgit Gerstorfer . She is the first woman in this position.
history
The founding of political parties and associations in Austria was made possible for the first time by the Basic Law on the General Rights of Citizens in 1867 , which for the first time granted the population basic political rights, such as freedom of association , freedom of assembly and freedom of expression .
“The history of Upper Austrian social democracy began in the summer of 1868 with the workers' education association founded in the Poschach beer hall in Urfahr . In terms of social policy, the era of industrialization was marked by great social differences, which led many people into need and poverty: the workers suffered from extreme conditions of exploitation and were without social or legal protection. Education was seen as the most appropriate means of improving the situation of workers. The tasks of the Linz workers' education association went far beyond the educational tasks. It became a place of political conflict, which soon led to the formation of a socialist faction.
On November 22nd, 1891, the State Social Democratic Association for Upper Austria was established in the Gasthaus zum Goldenen Hirschen (today Hirschgasse 7) in Linz . The Linz worker Anton Weiguny was in charge . The growing movement not only quickly gained more influence, it was also very popular. In 1920 the house at Linzer Landstrasse 36 became the headquarters of the social democracy in Upper Austria, which has held this function to this day.
After the February fights in 1934 , social democracy was again banned and party assets were confiscated. Social Democrats either had to emigrate or continue working underground. It was only with the constitution of the Second Republic in 1945 that the SPÖ was re-established under Karl Renner , who, as in the First Republic, became State Chancellor in a provisional government. Ludwig Bernaschek was a driving force in Upper Austria and the party house at Linzer Landstrasse 36 also became the party headquarters again. "
The SPÖ has been consistently represented in the Upper Austrian provincial government since 1945, but with one exception, the state elections in 1967, it always took second place behind the ÖVP .
Birgit Gerstorfer was elected as the new state party leader at an extraordinary party congress on 2016 and is therefore the first woman in this position.
The SPÖ has not yet provided a governor in Upper Austria .
