As of the 2000 census , the county had 10,227 people. There were 4,273 households and 2,897 families. The population density was 1 person per square kilometer. The racial the population was composed of 91.91% White, 0.13% African American, 4.74% Native American, 0.30% Asian, 0.01% Pacific Islander and 0.26% from other races Groups; 2.64% were from two or more races. 1.55% of the population were Hispanic or Latino of any race.

Of the 4,273 households, 26.20% had children and young people under the age of 18 living with them. 57.30% were married couples living together, 7.10% were single mothers. 32.20% were not families. 28.00% were single households and 11.60% had someone living there who was 65 years of age or over.
