As of the 2000 census , the county had 13,247 people. There were 4,304 households and 3,245 families. The population density was 2 people per square kilometer. The racial the population was composed of 35.43% White, 0.08% African American, 61.80% Native American, 0.07% Asian, 0.05% Pacific Islander, and 0.18% other races Groups; 2.39% were from two or more races. Hispanic or Latino of any race was 1.20% of the population.

Of the 4,304 households, 42.90% had children and adolescents under the age of 18 living with them. 53.30% were married couples living together, 16.20% were single mothers. 24.60% were not families. 21.60% are single households and 7.70% have someone living there who is 65 years of age or over. The average household size was 3.03 and the average family size was 3.56.

For the entire county, the population was composed of 34.90% residents under 18 years of age, 9.10% between 18 and 24 years of age, 26.90% between 25 and 44 years of age, 19.90% between 45 and 64 years of age 9.20% were 65 years of age or over.
