According to the 2000 census , the county had 9,417 people. There were 3,995 households and 2,524 families. The population density was 5 people per square kilometer. The racial the population was composed of 95.87% White, 0.17% African American, 1.77% Native American, 0.36% Asian, 0.01% Pacific Islander, and 0.18% other races Groups; 1.64% were from two or more races. Hispanic or Latino of any race was 1.65% of the population.

Of the 3,995 households, 25.80% had children and young people under the age of 18 living with them. 50.00% were married couples living together, 9.40% were single mothers. 36.80% were not families. 33.40% were single households and 16.70% had someone who was 65 years of age or older. The average household size was 2.26 and the average family size was 2.84 people.

For the entire county, the population was composed of 22.50% residents under 18 years of age, 7.90% between 18 and 24 years of age, 24.00% between 25 and 44 years of age, and 26.80% between 45 and 64 years of age 18.80% were 65 years of age or over. The median age was 42 years. For every 100 females there were 99.80 males, and for every 100 females aged 18 and over there were 97.30 males.

The median income for a household in the county is $ 26,305 , and the median income for a family is $ 36,158. Males had a median income of $ 27,230 versus $ 18,719 for females. The per capita income was $ 15,580. 15.80% of the population and 11.60% of families are below the poverty line. 21.40% of these were under 18 years of age and 9.80% were 65 years of age or older.

Since the 1928 election, the county's voters have consistently voted for a majority of Democratic presidential candidates. Most recently, in the 1924 election, a Republican , Calvin Coolidge , had a 19-vote lead over progressive Robert La Follette . While Barack Obama had won the county by 32 percentage points each in 2008 and 2012, Hillary Clinton won the county, which is predominantly populated by poorly educated whites, by only seven percentage points over Republican Donald Trump , whose political message was successful with many voters of this demographic group was.
