As of the 2000 census , the county had a population of 22,920. There were 3,581 households and 2,614 families. The population density was 2 people per square kilometer. The racial the population was composed of 40.93% White, 0.05% African American, 55.75% Native American, 0.43% Asian, 0.05% Pacific Islander, and 0.25% other races Groups; 2.53% were from two or more races.
